Citizens Forum in Karonga discuss community development projects

In 2016, the Malawi Government and the European Commission (EC) signed a Financing Agreement to implement a Justice and Accountability Programme called Chilungamo Programme. The financing agreement entered into force on 16 September, 2016. 

A programme designed to consolidate the successes registered by Democratic Governance Programme of the 10th EDF, Chilungamo Programme aims at contributing to a dignified life through accountable government, informed democratic choice, and humane and effective delivery of justice.

Implementation of the programme is expected to lead to enhanced democratic processes through support to key actors including national institutions and capacity of citizens, civil society, and accountability bodies so that they demand transparency and accountability from duty-bearers.

It is also envisaged that the programme will improve coordination within the criminal justice system and also increase access to civil and criminal justice for vulnerable people in both formal and informal systems.

The funds, amounting to €48 million, were drawn from the 11th European Development Fund (EDF).
