Improving Secondary School Education in Malawi (ISEM) is a Programme under Education Sector financed by the 11th European Development Fund (EDF) to Malawi.

The European Union’s support in the sector is aligned with Malawi Government’s goal of increasing access to secondary education through rehabilitation of selected schools, including hostels for girls and structures for students with special needs.

Currently, 21 secondary schools have been identified and upgrading works are under way. The initiative also covers for the rehabilitation of the Karonga Cultural Museum.   

Training of teachers, equipping schools with adequate teaching and learning materials, strengthening opportunities for technical training and supporting the Ministry of Education, Science and Technology in improving the governance and management of the sector are some of the other expected results of the programme.

ISEM’s Financing Agreement was signed by Koen Doens Authorising Officer of the EDF in Brussels, Belgium, on 9th September 2015, on behalf of European Commission. The Minister of Finance Economic Planning and Development, Hon. Goodall Gondwe, signed the document on behalf of the Malawi Government on 20th October 2015 in Lilongwe. The total allocation for ISEM is €36.5 million
